ผู้จัดการรายวัน360 องศา - ส่องอาณาจักรคุณนายปลัดมหาดไทย "SPCG" ผลดำเนินงานกำไรเติบโตต่อเนื่องทุกปี จากธุรกิจพลังงานทดแทนขยายตัวไม่หยุด คาดปี 2564 รายได้ไม่ต่ำกว่า 5.5 พันล้านบาท จากโครงการใหม่ๆ ที่เพิ่มขึ้น ส่วนปีหน้า Solar Farm ใน EEC ช่วยกระตุ้น

กลายเป็นกระแสที่พูดถึงในแวดวงการลงทุน และแวดวงการเมือง เมื่อที่ประชุมคณะรัฐมนตรีวันที่ 3 ส.ค. มีมติแต่งตั้ง "สุทธิพงษ์ จุลเจริญ" อธิบดีกรมการพัฒนาชุมชน ขึ้นเป็นปลัดกระทรวงมหาดไทยคนใหม่ แทน "ฉัตรชัย พรมเลิศ" ปลัดกระทรวง ที่จะเกษียณอายุราชการในเดือนตุลาคมนี้ นั่นเพราะแม้การแจ้งบัญชีทรัพย์สินและหนี้สินต่อคณะกรรมการป้องกันและปราบปรามทุจริตแห่งชาติ (ป.ป.ช.) เมื่อตุลาคมปีก่อนจะไม่มีอะไรที่โดดเด่นหรือสะดุดตามากนัก แต่ในฟากคู่สมรสกลับเป็นเรื่องที่น่าสนใจ

เพราะนั่นคือ "วันดี กุญชรยาคง" หัวเรือใหญ่ของบริษัทพลังงานทดแทนอันดับต้นๆ ของประเทศ โดยแสดงข้อมูลทรัพย์สินที่ระดับ 1.02 หมื่นล้านบาท ประกอบด้วยเงินสด เงินฝาก เงินลงทุน เงินให้กู้ยืม โรงเรือนและสิ่งปลูกสร้างพร้อมทั้งทรัพย์สินอื่นๆ โดยไม่มีหนี้สิน ทำให้รู้บ้านนี้ "รวย"

ที่ผ่านมา "วันดี กุญชรยาคง" ถือเป็นนักธุรกิจรายใหญ่ในวงการพลังงานทดแทนของประเทศ เดิมที่ก่อนหน้านั้นเคยเป็นผู้ถือหุ้นใหญ่ใน บมจ.โซลาร์ตรอน (SOLAR) ด้วยสัดส่วนประมาณ 31.41% และเป็นหัวเรือสำคัญในการนำพา SOLAR เข้าจดทะเบียนในตลาดหลักทรัพย์ฯในปี 2548

ด้วยฝีมือการบริหารงาน สามารถนำพา SOLAR มีกำไรให้มีกำไรก้าวกระโดดในระดับ 137 ล้านบาท จาก 2 ปีก่อนหน้าบริษัทมีกำไรประมาณ 4.86 ล้านบาท ทำให้ราคาหุ้น SOLAR ในช่วงเวลานั้นขยับขึ้นถึงระดับ 17.00-18.00 บาทต่อหุ้น จากราคา IPO ที่ระดับ 8.00 บาทต่อหุ้น และต่อมาในช่วงปี 2550 พอ"วันดี" ตัดสินใจทยอยขายหุ้นที่ถืออยู่ใน SOLAR ออกจนหมด และเข้ามาถือหุ้นและบริหารใน บมจ.เอสพีซีจี (SPCG) จนถึงปัจจุบันมีผลให้ราคาหุ้น SOLOR ปรับตัวลงเช่นกัน

จากการตรวจสอบข้อมูลจากตลาดหลักทรัพย์แห่งประเทศไทย วันดี กุญชรยาคง ดำรงตำแหน่งประธานกรรมการและกรรมการผู้จัดการใหญ่ บริษัท เอสพีซีจี จำกัด (มหาชน) หรือ SPCG เป็นผู้ถือหุ้นใหญ่อันดับ 1 จำนวน 298,950,000 หุ้น คิดเป็นสัดส่วน 28.32% หากคำนวณราคาปิดล่าสุด (4 ส.ค.) ที่หุ้นละ 18.50 บาท ทำให้มีมูลค่ารวม 5,530.58 ล้านบาท

ปัจจุบัน SPCG ประกอบธุรกิจโซลาร์ฟาร์ม 36 แห่ง กำลังผลิตรวม 205.9 เมกะวัตต์ โดยมีสัญญาซื้อขายไฟฟ้ากับการไฟฟ้าส่วนภูมิภาค (กฟภ.) หรือ PEA ระยะเวลา 5 ปี ต่ออายุอัตโนมัติครั้งละ 5 ปี และ SPCG ถือหุ้นในโครงการเหล่านี้ในสัดส่วน 56-100% ขณะเดียวกัน SPCG ยังถือหุ้น 100% ในบริษัท Solar Power Roof เพื่อทำธุรกิจติดตั้งโซลาร์บนหลังคาอาคาร รวมถึงหน่วยราชการ โรงงานอุตสาหกรรมต่างๆ

นอกจากนี้ SPCG ยังร่วมจัดตั้งบริษัท SET Energy ด้วยสัดส่วนถือหุ้น 80% (อีก 20% ถือหุ้นโดยบริษัทลูกของ PEA) เพื่อทำธุรกิจโซลาร์ฟาร์มขนาดใหญ่ 500 เมกะวัตต์ ขึ้นไปในเขตพื้นที่ระเบียงเศรษฐกิจภาคตะวันออก (EEC) โดยโครงการนี้เป็นโครงการของ EEC ที่มอบสิทธิให้ PEA เป็นผู้พัฒนาโครงการ ซึ่ง PEA มอบสิทธิต่อให้บริษัทลูก PEA ENCOM ดำเนินการ

ด้านสัดส่วนการถือหุ้นใหญ่ใน SPCG พบว่า "วันดี กุญชรยาคง" เป็นถือหุ้นใหญ่อันดับหนึ่งของบริษัทด้วยสัดส่วน 28.32% (รวมถือในนามกลุ่มกุญชรยาคง คิดเป็นสัดส่วน 33.45%) โดยดำรงตำแหน่งประธานกรรมการ และกรรมการผู้จัดการใหญ่

ภาพรวมด้านผลดำเนินงาน แม้รายได้ของบริษัทจะลดลงอย่างต่อเนื่องจากปี 2560 ที่ระดับ 6.12 พันล้านบาท มาอยู่ที่ 5.04 พันล้านบาทในปีที่ผ่านมา แต่กำไรสุทธิกลับเติบโตสวนทางจาก 2.52 พันล้านบาทในปี 2560 มาอยู่ที่ 2.73 พันล้านบาทในปี 2563 เช่นเดียวกับอัตราส่วนเงินปันผลตอบแทนจาก 5.02% ในปี 2560 มาอยู่ที่ 6.07%ในปี 2563 และ 6.39% ในปัจจุบัน

สำหรับปี 2564 บริษัทคาดว่าจะมีรายได้รวมไม่น้อยกว่า 5.5 พันล้านบาท โดยมาจากโปรเจกต์งานใหม่ๆ ขณะเดียวกัน คาดว่าโครงการ Solar Farm จะสามารถผลิตและจำหน่ายกระแสไฟฟ้าได้ไม่ต่ำกว่า 385 ล้านหน่วย จากกำลังผลิตรวมโครงการโซลาร์ฟาร์ม 36 โครงการ อีกทั้งยังมองหาช่องทางขยายการลงทุนใหม่ๆ ทั้งในประเทศและต่างประเทศ

ส่วนแนวโน้มของธุรกิจ Solar Rooftop คาดว่าผลงานในช่วงไตรมาส 2/64 จะดีกว่าไตรมาส 1 ที่ผ่านมา และเติบโตขึ้นเมื่อเทียบกับปีก่อน โดยมองว่าทั้งปีจะสามารถทำรายได้ไม่น้อยกว่า 700 ล้านบาท จากโครงการติดตั้งใหม่ๆ เข้ามาเพิ่มขึ้นหลายโครงการ แม้ที่ผ่านมา รายได้จะชะลอตัวไปจากลูกค้ากลุ่มโรงงานที่ได้รับผลกระทบจากสถานการณ์การแพร่ระบาดของเชื้อไวรัสโควิด-19

ด้านธุรกิจ Solar Farm โครงการในพื้นที่เขตพัฒนาพิเศษภาคตะวันออก (EEC) จะเริ่มทยอยกำลังผลิตเฟสแรกที่ 300 เมกะวัตต์ และคาดว่าจะเริ่มจ่ายไฟฟ้าเข้าระบบ (COD) ได้ในไตรมาสแรกปีหน้า ล่าช้าจากกำหนดเดิมที่คาดว่าจะเริ่ม COD ใน Q4/64 เพราะสถานการณ์ของการแพร่ระบาดโควิด-19 ทำให้การยื่นขอใบอนุญาตต่างๆ ล่าช้าออกไป

อย่างไรก็ตาม บริษัทฯ จะรับรู้รายได้จากโครงการใน EEC ทันทีภายหลังการ COD ในเฟสแรก ซึ่งคาดว่าจะสามารถจ่ายไฟได้ครบทั้งหมด 500 เมกะวัตต์ภายในอีก 2 ปีข้างหน้า แม้ว่าจะมีโครงการจ่ายไฟอยู่มาก แต่บริษัทฯ คาดว่าในปีนี้ ธุรกิจ Solar Farm จะได้รับผลกระทบจากการจ่ายไฟที่ลดลง เนื่องจากมีโครงการที่จะหมด Adderไป 4 โครงการในปีนี้

นอกจากนี้ ยังมีโครงการโซลาร์ฟาร์ม Ukujima Mega Solar Project ในประเทศญี่ปุ่น ซึ่งมีขนาดกำลังการผลิตรวม 480 เมกะวัตต์ โดยทาง SPCG ถือหุ้นอยู่สัดส่วน 17.92% ซึ่งปัจจุบันกำลังเร่งดำเนินการก่อสร้าง และคาดว่าจะสามารถเริ่ม COD ได้ราว Q3/65 ตามแผนงานเดิม
