เมืองชายฝั่งทั่วเอเชีย ได้แก่ ฮ่องกง โตเกียว จาการ์ต้า โซล ไทเป มะนิลา และกรุงเทพฯ กำลังเผชิญกับความเสี่ยงจากน้ำท่วมที่มากขึ้นเรื่อยๆ เนื่องจากการเพิ่มขึ้นของระดับน้ำทะเลและพายุหมุนเขตร้อนที่เข้มข้นมากขึ้น

รายงานของกรีนพีซ เอเชียตะวันออก คาดการณ์ว่าภายในปี 2573 ประชาชนกว่า 15 ล้านคนใน 7 เมือง อาศัยอยู่ในพื้นที่ที่เสี่ยงต่อน้ำท่วม การวิเคราะห์ครั้งนี้เป็นหนึ่งในการวิเคราะห์ครั้งแรกที่ใช้ข้อมูลเชิงพื้นที่ที่มีความละเอียดสูงในการระบุถึงพื้นที่ของเมืองที่อาจได้รับผลกระทบจากการเพิ่มขึ้นของระดับน้ำทะเล และขอบเขตของผลกระทบที่อาจเกิดขึ้น

เมืองชายฝั่งทั่วเอเชียกำลังเผชิญกับความเสี่ยงจากน้ำท่วมที่มากขึ้นเนื่องจากการเพิ่มขึ้นของระดับน้ำทะเลและพายุโซนร้อนที่เข้มข้นมากขึ้น คณะกรรมการระหว่างรัฐบาลว่าด้วยการเปลี่ยนแปลงสภาพภูมิอากาศ(IPCC) เตือนว่า การเพิ่มขึ้นของระดับน้ำทะเลเฉลี่ยทั่วโลกอยู่ระหว่าง 0.43-0.84 เมตรภายในปี พ.ศ.2643 (IPCC, 2019) ขณะเดียวกัน ตลอดศตวรรษที่ 21 พายุมีความเร็วลมรุนแรงซึ่งสร้างความเสียหายมากขึ้น คลื่นพายุซัดฝั่งที่สูงขึ้น และปริมาณน้ำฝนที่มีสภาวะสุดขีดมากกว่าในอดีต (Knutson et al., 2020)

คิม มีกยอง ผู้จัดการโครงการภาวะฉุกเฉินด้านสภาพภูมิอากาศ กรีนพีซ เอเชียตะวันออก กล่าวว่า "ภายในทศวรรษนี้ เมืองที่อยู่ติดชายฝั่งในเอเชียจะมีความเสี่ยงสูงจากการเพิ่มขึ้นของระดับน้ำทะเลและพายุที่เข้มข้นรุนแรงขึ้น ซึ่งส่งผลกระทบต่อบ้านเรือน ความปลอดภัย และวิถีชีวิตของผู้คน นอกจากเหลือเวลาไม่มากในการยุติโครงการเชื้อเพลิงฟอสซิลทั้งหมด รัฐบาลแต่ละประเทศจะต้องดำเนินการระบบบริหารจัดการน้ำท่วมและการแจ้งเตือนล่วงหน้าเพิ่มมากขึ้น ปฏิบัติการด้านสภาพภูมิอากาศในปัจจุบัน ซึ่งรวมถึงเป้าหมายภายใต้แผนที่นำทางก๊าซเรือนกระจกของประเทศ (nationally determined contribution targets) นั้นไม่เพียงพอที่จะหลีกเลี่ยงความเสี่ยงจากน้ำท่วมชายฝั่งในสภาวะสุดขีด"

นอกจากอินโดนีเซีย และไทเป อีกหลายเมืองในเอเชียที่จะได้รับผลกระทบเช่นกัน เช่น จาการ์ตา โตเกียว ฮ่องกง โซล มะนิลา รวมทั้งกรุงเทพมหานครด้วย

เราเลือกเมือง 7 แห่งในเอเชียที่เป็นศูนย์กลางทางเศรษฐกิจและตั้งอยู่บนชายฝั่งหรือใกล้ชายฝั่งเพื่อวิเคราะห์ถึงผลิตภัณฑ์มวลรวมภายในประเทศ (GDP) ว่าจะได้รับผลกระทบอย่างไรจากน้ำท่วมชายฝั่ง(coastal flooding) ในปี พ.ศ.2573 ตามภาพฉายการปล่อยก๊าซเรือนกระจกที่เป็นไปตามปกติ (business as usual) การวิเคราะห์ของเราชี้ให้เห็นว่าวิกฤตสภาพภูมิอากาศอาจส่งผลกระทบต่อเศรษฐกิจของเมืองต่างๆ ที่อยู่ในรายงานนี้ ภายในเวลาไม่ถึงหนึ่งทศวรรษ เว้นแต่เราจะลงมือทำในทันทีเพื่อลดการปล่อยก๊าซเรือนกระจกลงอย่างรวดเร็ว

จากปฏิบัติการด้านสภาพภูมิอากาศในปัจจุบัน ซึ่งรวมถึงเป้าหมายภายใต้แผนที่นำทางก๊าซเรือนกระจกขอประเทศ(nationally determined contribution targets) นั้นยังไม่เพียงพอที่จะหลีกเลี่ยงความเสี่ยงจากน้ำท่วมชายฝั่งแบบสภาวะสุดขีด รัฐบาลและบรรษัทต่างๆ ต้องลงมือทำอย่างเป็นรูปธรรมให้เร็วขึ้น เช่น ยุติการสนับสนุนทางการเงินให้กับอุตสาหกรรมถ่านหินและเปลี่ยนผ่านไปสู่ระบบพลังงานหมุนเวียนที่สะอาด เพื่อป้องกันมิให้อุณหภูมิเฉลี่ยผิวโลกเพิ่มมากไปกว่า 1.5 องศาเซลเซียส
