"การประเมินความพร้อมพบว่าหัวหินยังไม่ 100% ยังขาดการมีส่วนร่วมจากประชาชน ผู้ประกอบการโรงแรม ร้านอาหารส่วนใหญ่ ต้องปรับตัวให้มีมาตรฐาน ต้องใช้งบลงทุนเพื่อรับนักท่องเที่ยว ภาครัฐยังไม่พร้อมในการใช้กฎหมายควบคุม ขณะที่การเปิดเมืองหัวหินจะมีอานิสงส์โดยตรงกับผู้ประกอบการรายใหญ่ที่มีทุนสูง ประกอบกับ จ.ประจวบคีรีขันธ์ มีพื้นที่ชายแดนติดกับประเทศพม่ากว่า 200 กิโลเมตร จึงมีความเสี่ยงกับคลัสเตอร์ใหม่ๆ จากแรงงานหลบหนีเข้าเมืองไปทำงานในโรงงานสับปะรด หรือแคมป์คนงานก่อสร้างได้ตลอดเวลา ดังนั้นหัวหินควรเลื่อนการเปิดเมืองออกไปจนกว่าจะพร้อม สามารถเชื่อมโยงกับการท่องเที่ยวกับ อ.ปราณบุรี และ อ.ชะอำ จ.เพชรบุรี"
นายนิพนธ์ กล่าวอีกว่า สำหรับการเปิดเมืองหัวหินในไตรมาส 4 มีการประมาณการรายได้ไว้ 1,200 ล้าน เชื่อว่าไม่น่าจะเป็นไปตามเป้าหมาย เพราะต่างชาติโดยเฉพาะจีนและยุโรปมีคำเตือนสำหรับการเดินทางมาประเทศไทย นอกจากนั้น การระบาดของโควิด-19 กทม. และรอบปริมณฑลยังมีปัญหา การเดินทางผ่าน จ.สมุทรสาคร จ.สมุทรสงคราม เป็นพื้นที่ที่มีการระบาดค่อนข้างสูง เชื่อว่าบรรยากาศการท่องเที่ยวเที่ยวในไตรมาส 4 โดยภาพรวมในจังหวัดภาคตะวันตกยังไม่สามารถทำกิจกรรมได้ ขณะที่การฉีดวัคซีนให้ครบตามเป้าหมายยังเป็นเรื่องสำคัญที่รัฐบาลต้องเร่งดำเนินการควบคู่ไปกับการสกัดกั้นเชื้อกลายพันธุุ์ หรือสายพันธ์ใหม่ที่มีการระบาดแล้วในบางประเทศ
