รัฐบาล เร่งแก้ปัญหาหวยแพงตามกรอบเวลา เล็งยึดโควตาคืนหากพบขายช่วงต่อ

นายเสกสกล อัตถาวงศ์ ผู้ช่วยรัฐมนตรีประจำนายกรัฐมนตรี ในฐานะประธานอนุกรรมการขับเคลื่อนการแก้ไขปัญหาการเสนอขายหรือขายสลากกินแบ่งรัฐบาลในราคาเกินกว่าที่กำหนดในสลากกินแบ่งรัฐบาล กล่าวว่า วันนี้ได้แจ้งให้ที่ประชุมทราบถึงข้อสั่งการของ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและ รมว.กลาโหม ที่มีความห่วงใยปัญหาดังกล่าว และกำชับให้คณะทำงานเร่งดำเนินการแก้ไขปัญหาให้ตรงจุด เพื่อช่วยบรรเทาความเดือดร้อนของประชาชน คณะทำงานจึงต้องเร่งรัดการทำงานเพื่อให้เป็นไปตามกรอบระยะเวลาที่กำหนดไว้ 2 เดือน เพื่อจะสามารถสรุปสาเหตุและแนวทางการแก้ไขปัญหาให้ได้ผลในทางปฏิบัติให้ได้ภายในเดือน พ.ค.65

โดยที่ประชุมฯ ได้วางกรอบในการทำงานให้เป็นรูปธรรม เบื้องต้นเสนอว่าควรมีการปรับปรุงแก้ไขข้อสัญญาที่สำนักงานสลากฯ ทำกับตัวแทนจำหน่ายสลาก โดยให้มีผลทางแพ่งเพิ่มเติม เพื่อให้เกิดความเข้มข้นในทางปฏิบัติยิ่งขึ้น

นอกจากนี้ ที่ประชุมเห็นด้วยกับแนวทางและมาตรการของสำนักงานสลากฯ ในการแก้ไขปัญหาสลากเกินราคาระยะสั้นที่จัดให้มีการจำหน่ายสลากผ่านโครงการสลาก 80 นั้น ที่ประชุมเห็นว่า ควรเพิ่มบทบาทและบูรณาการหน่วยงานราชการที่เกี่ยวข้อง ร่วมทำการตรวจสอบการจำหน่าย เพื่อให้เป็นไปตามวัตถุประสงค์ด้วย

โดยตัวแทนที่จะขายแต่ละอำเภอจะได้โควต้าคนละ 25 เล่ม โดยขายให้ทุกอำเภอผ่านระบบลงทะเบียนแอปถุงเงิน และ QR Code ซึ่งใครจะซื้อต้องแจ้งผ่าน QR Code ในราคา 80 บาท เท่ากับแต่ละอำเภอจะมีการขายสลากประมาณ 20,000 ใบ ประชาชนสามารถเข้าถึงได้อย่างแน่นอน ถ้าใครขายเกินราคายกเลิกสัญญาและเสียสิทธิ์ทันที

ส่วนการซื้อจองล่วงหน้าเป็นระบบเสรีจากการลงทะเบียน ขณะนี้มียอดประมาณ 100,000 คน และกำลังให้สมัครเพิ่มเติม ใครขายก็จะมีระบบตรวจสอบ ถ้ามีการขายช่วงต่อจะถูกตัดสิทธิ์เช่นกัน และหากไปรับสลากที่ไปรษณีย์ ห้ามมอบอำนาจให้ใครไปรับแทน ยกเว้นมีเหตุจำเป็นต้องมีใบมอบอำนาจที่มีเหตุผลชัดเจน และการขายลักษณะนี้ก็จะมีการตรวจสอบ และแจ้งเข้ามาในระบบ QR Code ซึ่งมาตรการนี้คิดว่าควบคุมได้ แต่ยังเป็นเพียงข้อเสนอซึ่งต้องนำเข้าสู่ที่ประชุมใหญ่

ในส่วนของการจำหน่ายสลากผ่านแพลตฟอร์มออนไลน์นั้นเห็นว่าเป็นแนวทางที่ดีและควรเร่งดำเนินการ เพราะสามารถตรวจสอบได้อย่างชัดเจน บันทึกและจัดเก็บข้อมูลการซื้อขายสลาก เมื่อถูกรางวัลก็มีระบบแจ้งเตือน โดยเบื้องต้นจะต้องมีการบริหารจัดการแบบมืออาชีพ มีรูปแบบที่ง่ายต่อการใช้งาน และสามารถตรวจสอบได้ โดยมีการกำกับควบคุมที่เข้มงวด

นายเสกสกล ยืนยันว่า ขณะนี้ไม่มีรายใหญ่ ไม่มีแล้ว 5 เสือ ทุกวันนี้สำนักงานสลากกินแบ่งรัฐบาลกระจายโควตาไปคนละ 5 เล่มทั่วประเทศ ที่เหลือเป็นผู้พิการ มูลนิธิต่างๆ ซึ่งระบบซื้อจองที่กระจายคนละ 5 เล่ม ต้องไปขาย 80 บาท อย่าขายช่วงต่อ เพราะจะทำให้เกิดการขายเกินราคา และจากนี้จะมีการตรวจสอบว่าถ้าได้โควตาไปแล้วแต่ไปขายต่อ จะมีมาตรการยึดคืน ทุกคนต้องมีวินัย ไม่เช่นนั้นจะเสียโอกาส เสียรายได้ของตัวเอง
