‘อาคม’ เรียก ‘7 แอร์ไลน์’ หารือ 7 ก.ย. ถก ‘สินเชื่อเพื่อรักษาสภาพการจ้างงาน’ 5 พันล้าน!

หลังจาก "สมาคมสายการบินประเทศไทย" ซึ่งประกอบด้วยสมาชิกสายการบิน 7 สาย ได้แก่ บางกอกแอร์เวย์ส ไทยแอร์เอเชีย ไทยแอร์เอเชียเอ็กซ์ นกแอร์ ไทยสมายล์ ไทยไลอ้อนแอร์ และไทยเวียตเจ็ท ได้ออกแถลงการณ์ร่วมกันเมื่อวันที่ 21 ก.ค.ที่ผ่านมา

ซึ่งเป็นวันเดียวกับที่สำนักงานการบินพลเรือนแห่งประเทศไทย (กพท.) ออกคำสั่งเริ่มบังคับใช้ให้สายการบินยกเลิกทำการบินเส้นทางในประเทศเข้าออกพื้นที่ควบคุมสูงสุดและเข้มงวด (สีแดงเข้ม) เพื่อควบคุมการระบาดของโควิด-19 ที่รุนแรงและกินพื้นที่เป็นวงกว้างทั่วประเทศ โดยได้ขอติดตามความคืบหน้าเรื่องการจัดสรรสินเชื่อดอกเบี้ยต่ำหรือ "ซอฟท์โลน" วงเงิน 5,000 ล้านบาทแก่สายการบินทั้ง 7 สาย

พร้อมตอกย้ำถึงความจำเป็นของซอฟท์โลนเพื่อนำมารักษาสภาพการจ้างงานของพนักงานทั้ง 7 สายที่มีรวมกันกว่า 2 หมื่นคน ในสถานการณ์ที่ยากลำบากจากผลกระทบของคลื่นยักษ์โควิด-19 จนไม่สามารถทำการบินภายในประเทศเพื่อนำกระแสเงินสดมาหมุนเวียนธุรกิจ

กระทั่งศูนย์บริหารสถานการณ์โควิด-19 (ศบค.) ได้ประกาศคลายล็อกการเดินทางภายในประเทศ ทาง กพท.จึงออกประกาศว่าสายการบินสามารถทำการบินเข้าออกพื้นที่สีแดงเข้มได้ เริ่มตั้งแต่วันนี้ (1 ก.ย.) เป็นต้นไป และผู้โดยสารต้องดำเนินการตามเกณฑ์ที่กำหนดไว้ในเงื่อนไขการเดินทางเข้าออกของจังหวัดจุดหมายปลายทาง หลังจากต้องหยุดบินเป็นเวลากว่า 1 เดือน!

ล่าสุดแหล่งข่าวจากสมาคมสายการบินประเทศไทย ระบุว่า สมาคมฯจะเข้าหารือกับนายอาคม เติมพิทยาไพสิฐ รัฐมนตรีว่าการกระทรวงการคลัง ในวันที่ 7 ก.ย.นี้ เวลา 15.30 น. เพื่อขอหารือเพิ่มเติมถึงความเป็นไปได้ในการขอ "สินเชื่อเพื่อรักษาสภาพการจ้างงาน" วงเงิน 5,000 ล้านบาท สำหรับนำมาใช้จ่ายด้านการจ้างงานในช่วง 6 เดือนหลังของปี 2564 ซึ่งเป็นสินเชื่อที่สมาคมฯยังต้องการ!

แม้ว่าภาครัฐได้ผ่อนคลายมาตรการ อนุญาตให้ทำการบินเส้นทางบินภายในประเทศเข้าออกพื้นที่สีแดงเข้มแล้วก็ตาม แต่แนวโน้มในช่วงแรกของการคลายล็อก จะยังมีผู้โดยสารไม่มากนัก ส่วนใหญ่เดินทางเท่าที่จำเป็น และสายการบินยังประสบสถานการณ์ยากลำบากจากผลกระทบของโควิด-19 ระลอกล่าสุด ต้องรัดเข็มขัดประหยัดค่าใช้จ่ายอย่างต่อเนื่อง

นายวรเนติ หล้าพระบาง ประธานเจ้าหน้าที่บริหารสายการบินไทยเวียตเจ็ท กล่าวในฐานะอุปนายกสมาคมสายการบินประเทศไทยว่า จากการที่ นายอาคม รมว.คลัง ได้เรียกสมาคมฯให้เข้าพบเพื่อหารือในสัปดาห์หน้า หวังว่ากระทรวงการคลังจะมีแนวทางความช่วยเหลืออย่างชัดเจนและรวดเร็วที่สุดเท่าที่เป็นไปได้!

"ตอนนี้สมาคมฯยังคงรอเงินกู้อยู่ รอด้วยความหวัง เพราะตอนนี้กระแสเงินสดของทุกสายการบินก็ตึงกันหมด แต่ยังไม่ถึงกับตาย ก่อนหน้านี้ผมเคยพูดในงานแถลงข่าวของสมาคมฯเมื่อวันที่ 21 ก.ค.ว่า หากหยุดบินนาน 3 เดือน ทุกสายการบินตายกันหมด แม้ปัจจุบันรัฐจะประกาศคลายล็อกการเดินทางแล้ว แต่ทางสมาคมฯก็อยากจะขอความเห็นใจและความกรุณาจากกระทรวงการคลังว่าจะสามารถช่วยเหลือสมาคมฯอย่างไรได้บ้าง เพราะสายการบินเป็นธุรกิจต้นน้ำ เป็นหัวหอกในการขนคนเข้าประเทศ"

โดยสถานการณ์การแข่งขันด้านท่องเที่ยวในตอนนี้เปลี่ยนไป! ไม่ใช่ธุรกิจกับธุรกิจอีกต่อไป แต่เป็นการแข่งขันระหว่างประเทศแล้ว! อย่างประเทศสิงคโปร์ก็มีมาตรการช่วยเหลือสิงคโปร์แอร์ไลน์ ประเทศในภูมิภาคตะวันออกกลางได้ผลักดันในสายการบินต่างๆ ดึงคนออกเดินทางระหว่างประเทศด้วยการแวะเปลี่ยนเครื่องหรือพำนักใช้จ่ายที่ฮับบินตะวันออกกลาง ขณะที่สายการบินในประเทศไทยยังไม่ได้รับความช่วยเหลือมากพอในเรื่องของการนำเงินสดมาหมุนเวียนธุรก


ด้านความเคลื่อนไหวของกระทรวงการท่องเที่ยวและกีฬา นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงการท่องเที่ยวฯ กล่าวว่า หลังจากประเมินสถานการณ์โควิด-19 ที่ขณะนี้มียอดผู้ติดเชื้อใหม่รายวันทยอยลดระดับลงต่อเนื่อง เบื้องต้นคาดว่าตลาดการเดินทางในประเทศจะกลับมาเริ่มต้นใหม่ได้อีกครั้งได้ในเดือน ต.ค.นี้ เพราะในเดือน ก.ย.จะเป็นช่วงที่มีวัคซีนเข้ามาเพิ่มอีกจำนวนมาก ถือเป็นเดือนแห่งการเร่งฉีดวัคซีนอย่างเต็มที่ โดยคาดว่าในพื้นที่กรุงเทพฯและปริมณฑลจะสามารถฉีดวัคซีนให้แก่ประชากรได้ไม่ต่ำกว่า 70% ซึ่งสามารถสร้างภูมิคุ้มกันหมู่ได้

หลังจากนั้นจะเดินหน้าตามแผน "การเปิดประเทศ" ต้อนรับนักท่องเที่ยวต่างชาติ โดยในวันที่ 3 ก.ย.นี้ กระทรวงการท่องเที่ยวฯจะประชุมร่วมกับการท่องเที่ยวแห่งประเทศไทย (ททท.) เพื่อหารือถึงแผนการเปิดประเทศรับนักท่องเที่ยวต่างชาติ ตามนโยบายของ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรี หลังจากนั้นในวันที่ 5 ก.ย.นี้ คาดว่าจะมีแผนดำเนินงานที่ชัดเจนเป็นรูปธรรมออกมาเพิ่มเติม

"วันนี้ (1 ก.ย.) รัฐบาลได้เริ่มผ่อนคลายให้หลายกิจการกลับมาดำเนินธุรกิจได้อีกครั้ง ซึ่งเชื่อว่าจะช่วยฟื้นบรรยากาศในภาพรวมให้ดีขึ้นเรื่อยๆ ทั้งการใช้จ่าย การเดินทาง แต่สิ่งที่ต้องทำร่วมกันคือการควบคุมการระบาดของโควิด-19 กดตัวเลขยอดผู้ติดเชื้อให้ลดลงอย่างต่อเนื่อง ไม่ให้กลับมาสูงขึ้นอีก และหลังจากผ่อนคลายกิจกรรมทางเศรษฐกิจต่างๆ แล้ว หากภาพรวมออกมาดูดี เชื่อว่าจะสามารถเดินหน้าตามแผนการเปิดประเทศรับนักท่องเที่ยวต่างชาติได้ โดยเฉพาะในพื้นที่หรือจังหวัดที่มีความพร้อมสูงก่อน"

นายพิพัฒน์ กล่าวเพิ่มเติมว่า สำหรับแผนการเปิดพื้นที่นำร่องรับต่างชาติ จะเน้นพิจารณาพื้นที่เดิมที่กำหนดไว้ก่อน ซึ่งขณะนี้ยังเหลืออีก 5 พื้นที่ ได้แก่ กรุงเทพฯ เชียงใหม่ ประจวบคิรีขันธ์ (หัวหิน) เพชรบุรี (ชะอำ) และชลบุรี ตามแผนเดิมที่วางไว้ 10 พื้นที่หลัก หลังจากเปิดไปแล้ว 4 พื้นที่ ได้แก่ โครงการภูเก็ตแซนด์บ็อกซ์, โครงการสมุย พลัส โมเดล รวมถึงโครงการกระบี่ อีเวน มอร์ อะเมซิ่ง และโครงการพังงา พร้อมต์ โดยได้ตัดจังหวัดบุรีรัมย์ ออกจากการเป็นพื้นที่นำร่องแล้ว เนื่องจากเดิมได้เลือกเป็นพื้นที่นำร่อง เพราะมีเงื่อนไขผูกกับการจัดการแข่งขัน "โมโตจีพี" เมื่อเลื่อนการจัดงานนี้ไปแล้ว ก็เท่ากับไม่มีเงื่อนไขผูกมัดเอาไว้

ส่วนจังหวัดที่จะพิจารณามาแทนบุรีรัมย์นั้น เบื้องต้นเป็น จ.ระยอง จ.จันทบุรี และ จ.ตราด เน้นพื้นที่เกาะเป็นหลัก ง่ายต่อการดูแลและควบคุม และมีเกาะท่องเที่ยวที่ได้รับความนิยมจากนักท่องเที่ยวต่างชาติสูง อาทิ เกาะช้าง ซึ่งขณะนี้ดำเนินการตามมาตรฐานแนวทางปฏิบัติ (SOP) เสร็จแล้ว คนในพื้นที่ได้รับวัคซีนเกือบครบ 70% รวมถึงเกาะกูด เกาะมันนอก เกาะเสม็ด ที่มีจำนวนประชากรในพื้นที่ไม่มาก สามารถฉีดวัคซีนได้ตามเกณฑ์สร้างภูมิคุ้มกันหมู่
