นายศุภวุฒิ สายเชื้อ ที่ปรึกษาสถาบันวิจัยภัทร กลุ่มธุรกิจการเงินเกียรตินาคินภัทร กล่าวในงานสัมมนา"Thailand Economic Outlook 2022 อนาคตเศรษฐกิจไทย" หัวข้อ "มองเศรษฐกิจไทย ท่ามกลางโควิด" ว่า ยังต้องติดตามความชัดเจนความรุนแรงของเชื้อไวรัสโควิด-19 สายพันธุ์โอไมครอน ซึ่งเป็นสายพันธุ์ใหม่ที่เพิ่งพบ เพราะจะเป็นปัจจัยเสี่ยงต่อภาพรวมของเศรษฐกิจโลก รวมถึงเศรษฐกิจไทย ถึงแม้จะมีวัคซีนและยารักษาออกมาก็ตาม อีกทั้งภาคการท่องเที่ยวที่เป็นฟันเฟืองหนึ่งในการขับเคลื่อนเศรษฐกิจยังไม่กลับมาฟื้นตัวเต็มที่หลังจากเปิดประเทศไปเมื่อต้นเดือนพฤศจิกายนที่ผ่านมา และในประเทศฝั่งยุโรปกลับมาติดเชื้อโควิด-19 อีกครั้ง อาจจะทำให้เกิดการชะลอเปิดประเทศหรือไม่

 

อย่างไรก็ตาม มองว่าเศรษฐกิจไทยค่อนข้างโตช้า ตั้งแต่ก่อนเริ่มมีการระบาดของไวรัสโควิด-19 จีดีพีในปี 2562 โตไม่ถึง 2% อีกทั้งปัญหาโครงสร้างของไทย คือ อุตสาหกรรมที่เคยเป็น Product Champion เช่นรถยนต์ กำลังถูก Disrupt โดยรถ EV และยังไม่ได้ปรับตัวอย่างชัดเจน, การเข้าสู่สังคมผู้สูงอายุอย่างรวดเร็ว, การขาดแคลนแรงงาน และพลังงานราคาแพงขึ้น ซึ่งประเด็นปัญหาทั้งหมดยังไม่มีการหาทางปรับตัว เพราะไม่มียุทธศาสตร์ว่าจะปรับตัวในทิศทางไหน และที่ผ่านมาพึ่งพิงการท่องเที่ยวมากเกินไป


"มีความเป็นห่วงหลังจากมีสายพันธุ์โอไมครอน เพราะบางประเทศยังมีการฉีดวัคซีนน้อย ซึ่งจะเป็นพื้นที่ให้ไวรัสตัวนี้กลายพันธุ์ไปได้อีก ถ้าไม่แก้ปัญหาภาพใหญ่ตรงนี้ หรือฉีดวัคซีนให้ครบทั่วโลก อาจจะทำให้เกิดแรงกระแทกต่อการฟื้นตัวของเศรษฐกิจไทยและเศรษฐกิจโลกให้ชะงัก ซึ่งมองว่าผู้ดำเนินนโยบายของไทยตอนนี้มีความกลัวว่าจะมาเร็วและมาแรง ทั้งนี้ เกรงว่าโควิดจะเข้ามาทำลายความพยายามที่จะสร้างทิศทางกลยุทธ์ ยุทธศาสตร์ประเทศไทย เพื่อให้หลุดพ้นจากเศรษฐกิจในปัจจุบัน"

 

ขณะที่ นโยบายด้านการเงินการคลัง และงบประมาณปี 2565 หากดูตามแผนของรัฐบาลจะมีรายจ่ายที่ลดลงจาก 3.8 ล้านล้านบาท เหลือ 3.1 ล้านล้านบาท รายได้ลดลง การขาดดุลงบประมาณเพิ่มขึ้น โดยคาดว่ารัฐบาลอาจจะไม่มีแรงขับเคลื่อนเศรษฐกิจแล้ว ทำให้มองว่าในทุกๆปี จะมีความกังวลในเรื่องเงินลงทุนไม่สามารถทำได้ตามที่วางแผนไว้ หากมีการปรับเปลี่ยนขับเคลื่อนให้ทำได้ การลงทุนจะมีคุณภาพ ได้ผลตอบแทนที่ดีและสูง และเงินไม่รั่วไหลออกไป ซึ่งคาดว่าจะช่วยได้มาก เพราะทางภาครัฐควรมีการจัดการให้ได้ประมาณ 4% ของจีดีพี ไม่ใช่เพียงแค่ 2-3% ของจีดีพีแบบในปัจจุบัน
