'ราชกิจจาฯ' ประกาศ 11 มาตรการคุมระบาดโควิด มีผลตั้งแต่ 3 ส.ค.เป็นต้นไป

เมื่อวันที่ 1 ส.ค.64 เว็บไซต์ราชกิจจานุเบกษา เผยแพร่ข้อกำหนด ออกตามความในมาตรา 9 แห่งพระราชกำหนดการบริหารราชการในสถานการณ์ฉุกเฉิน พ.ศ.2548 (ฉบับที่ 30)

ตามที่ได้มีประกาศสถานการณ์ฉุกเฉินในทุกเขตท้องที่ทั่วราชอาณาจักรตั้งแต่วันที่ ๒๖ มีนาคม พ.ศ. ๒๕๖๓ และต่อมาได้ขยายระยะเวลาการบังคับใช้ประกาศสถานการณ์ฉุกเฉินดังกล่าวออกไปเป็นคราวที่ ๑๓ จนถึงวันที่ ๓๐ กันยายน พ.ศ. ๒๕๖๔ นั้น

โดยที่สถานการณ์การระบาดของโรคติดเชื้อโควิด - 19 ยังคงทวีความรุนแรง โดยเฉพาะไวรัสกลายพันธุ์ชนิดสายพันธุ์เดลตาที่เชื้อโรคสามารถแพร่กระจายและติดต่อโรคกันได้โดยง่าย ทำให้มีจำนวนผู้ติดเชื้อร่ายใหม่ในแต่ละวันเพิ่มสูงขึ้นอย่างต่อเนื่องในเขตกรุงเทพมหานครและจังหวัดที่ได้กำหนดให้เป็นพื้นที่ควบคุมสูงสุดและเข้มงวด โดยฝ่ายสาธารณสุขได้รายงานผลการประเมินแนวโน้มของสถานการณ์ที่แสดงผลว่าจะมีจำนวนผู้ติดเชื้อในระดับสูงเพิ่มมากขึ้นหากมิได้ดำเนินมาตรการควบคุม และจำกัดการเคลื่อนย้ายการเดินทางและการรวมกลุ่มของบุคคลอย่างรัดกุม มีประสิทธิภาพเพียงพอแม้ปรากฏว่าผู้ติดเชื้อที่หายป่วย หรืออาการดีขึ้นจนออกจากโรงพยาบาลได้ในแต่ละวันมีจำนวนเพิ่มขึ้นด้วยก็ตาม ด้วยเหตุผลตังกล่าว จึงจำเป็นต้องบังตับใช้บรรตามาตรการ ข้อห้าม และข้อปฏิบัติต่าง ๆ อย่างเข้มงวดกวดขันเพื่อการปฏิบัติอย่างต่อเนื่องออกไปอีกช่วงระยะเวลาหนึ่ง และยกระดับบางมาตรการเพื่อให้การควบคุมการระบาดเป็นไปอย่างมีประสิทธิภาพและป้องกันมิให้การระบาดเพิ่มความรุนแรงขึ้น

อย่างไรก็ตาม จากการที่ได้ควบคุมและป้องกันการแพร่ระบาดในกลุ่มแรงงานก่อสร้างในเขตพื้นที่กรุงเทพมหานครและปริมณฑล เพื่อป้องกันการแพร่ระบาดแบบกลุ่มก้อน โดยปิดสถานที่ก่อสร้างและบริเวณที่พักอาศัยชั่วคราวสำหรับคนงาน ตลอดจนได้มีการกำหนดมาตรการปิดสถานที่หรือกิจการที่มีความเสี่ยงบางกรณีเพื่อประโยชน์ในการควบคุมและป้องกันการแพร่ระบาดของโรค ซึ่งผลการดำเนินการในช่วงเวลาที่ผ่านมาปรากฏว่าได้รับความร่วมมือจากผู้ประกอบการและผู้รับผิดชอบในการปรับปรุงสถานที่พักคนงาน และการสุขาภิบาลให้ถูกสุขลักษณะ การปรับปรุงสถานประกอบกิจการและเตรียมมาตรการ ด้านป้องกันและควบคุมโรค รวมทั้งการกำกับติดตามให้เป็นไปตามมาตรการที่ทางราชการกำหนดเป็นที่เรียบร้อยแล้ว จึงสมควรปรับการบังคับใช้บางมาตรการต่อกลุ่มบุตคล สถานที่ และกิจการ ที่เกี่ยวข้อง เพื่อลดผลกระทบต่อประชาชนทั้งด้านเรษฐกิจและสังคม แต่ยังคงให้ปฏิบัติตามมาตรการควบคุมและกำกับติดตามการป้องกันและควบคุมโรคตามที่ทางราชการกำหนดอย่างเคร่งครัดต่อไปด้วย 

อาศัยอำนาจตามความในมาตรา ๙ แห่งพระราชกำหนดการบริหารราชการในสถานการณ์ฉุกเฉิน พ.ศ. ๒๕๔๘ และมาตรา ๑๑ แห่งพระราชบัญญัติระเบียบบริหารราชการแผ่นดิน พ.ศ. ๒๕๓๔ นายกรัฐมนตรีจึงออกข้อกำหนดและข้อปฏิบัติแก่ส่วนราชการทั้งหลายตามคำแนะนำของศูนย์บริหาร สถานการณ์การแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (โควิด - 19) (ศบค.)
